Middlebury Felon Exterminators
At a meeting of the citizens of Middlebury and vicinity held on 27th day of August 1853
At the seminary pursuant to previous public notice for the purpose of organizing a society for the detection of Horse thieves and other felons and recovery of stolen property. M.D. Carrington was called to the Chair and H.S. Alderman appointed secretary. Whereupon the following constitution was subscribed and adopted by the meeting.
Constitution of the Middlebury Felon Exterminators society for the detection of felons and recovery of stolen property
Article 1st
The officer of this Society shall consist of a president, secretary and Executive Committee of three members to be chosen at the first meeting and continue in their respective offices for one year from their Election and until their successors are Elected
Article 2nd
Every person who pays into the treasury the sum of Twenty five cents on subscribing this constitution shall be entitled to membership in this Society until the next annual meeting thereafter.
Article 3rd
There shall be a suitable number of members appointed by the Executive Committee whose duty it shall be to pursue felons and bring them if possible within the jurisdiction of legal punishment for which service the said committee may compensate them out of the treasury according to the value thereof the estimate of which will be left with said committee.
Article 4th
It shall be the duty of the Secretary to keep a fair record of proceedings of Every meeting and to convene with the executive Committee whose duty it shall be to convene at the shortest notice when action is necessary and promptly send out runners or take any other measures thought necessary to secure Stolen property and detect felons.
Article 5th
If at any time the funds in the treasury are found insufficient to defray the expenses incurred then the said Executive Committee shall have the power of laying a tax on the members sufficient to supply the deficiency
Article 6th
It shall be the duty of the Society to meet for the transaction of business annually on the first Saturday of September and as often in addition as circumstances may require due notice being given by the Secretary previous to such Extra Meeting.
Article 7th
Any member failing to pay twenty five cents annually forfeits his membership in this society nor is he considered a member until his mitiary (?) fee is paid in full.
Article 8th
It shall be the duty of the Treasurer to make report of the State of the funds in his hands to the society and to the committee when call on and it is the duty of the committee to make report to the society.
Article 9th
Every member is bound to turn out and spend one day hunting for stolen property without pay unless his circumstances are such that the committee see fit to excuse him
Article 10th
It will not be incumbent on members of this society to spend the one day spoken of in Article 9 for the benefit of any person except members of this society nor will no person will have any claim on said society unless he is a member.
Article 11th
This Constitution may be altered or amended at any regular meeting by a majority of the members present.
